Vision

To strengthen Mid-Continent Compliance Forum (MCCF) participants’ NERC Reliability Standard compliance programs through the sharing of experiences, tools, and methods, while; promoting best practices that support the reliable operation of the Bulk Electric System.

 

Purpose

The MCCF was established as an educational resource for NERC Registered Entities in the Midwest Reliability Organization region that are subject to mandatory reliability compliance.

The purpose of the MCCF is to:

  • Provide a collaborative forum for sharing knowledge, lessons learned and best practices regarding NERC compliance matters.

  • Enhance Registered Entities’ understanding of useful tools and techniques to establish, maintain and demonstrate compliance with NERC Reliability Standards.

  • Facilitate the exchange of experiences related to the development and implementation, and continuous improvement of successful compliance programs.

  • Promote consistency of NERC's Compliance Monitoring and Enforcement Program by identifying and where appropriate communicating potential inconsistencies to relevant Regional Entities and NERC, and by facilitating the discussion of issues addressing issues that may impact the ability of a Registered Entity to comply with NERC Reliability Standards.

 

Participation

Participation in MCCF is open to current employees and approved third parties of NERC Registered Entities in the Midwest Reliability Organization region.  A third party shall be approved by the Primary Compliance Contact at the participating NERC Registered Entity. All participant requests are subject to validation and approval by the MCCF Board of Directors or delegated sub-committee.

 

Structure and Operation

Board of Directors

The MCCF Board of Directors (the Board, Directors, or BOD) is established to coordinate forum meetings, develop meeting agendas, and facilitate communication on compliance matters and collective actions by MCCF participants consistent with the purposes set forth in this Processes page.

Per the MCCF Bylaws, the Board of Directors shall be composed of no less than six(6) and no more than twelve (12) representatives from NERC Registered Entities who are participants of the MCCF. No Registered Entity shall have more than one (1) representative serving on the Board at any time.  Directors shall serve two (2) year terms, with no limit of total terms.

To the extent practicable, Board membership should include a diversity of company ownership types, organizational functions, and entity sizes. Candidates for Board membership may be self-nominated or nominated by a currently serving Director, provided the nominee is a current MCCF participant.

In the event of a resignation, the departing Director can recommend a successor from the same Registered Entity to serve the remainder of the term, subject to approval by a majority vote of the Board. If no successor is recommended, the Board shall request nominations from the MCCF participants. A participant survey for nominations shall be conducted at the next Full Forum Meeting to fill the remainder of the term.

To be eligible for election to an additional term, an incumbent Director must be re-nominated through the MCCF nomination process. The Board of Directors shall be selected by vote, via ballot or voice, by the outgoing Board of Directors.

Voting

All actions taken on behalf of the MCCF shall require approval by a majority vote of the Board. Board voting may be conducted electronically, as necessary, to establish a majority decision. For each issue presented to MCCF participants for feedback, a single designated representative from each participating Registered Entity shall submit the ballot on behalf of that Registered Entity. Voting shall be conducted on a one vote per Registered Entity basis, not per individual attendee or registered function.

 

MCCF Board Officers

The Board officers shall be elected at the first Board meeting of the new year. Officers shall be nominated from among the current Board membership and elected via majority vote of the MCCF Board of Directors. The newly elected officers shall serve as officers of both the Board and of the MCCF. The MCCF officers shall consist of a President, Vice President, Treasurer, and Secretary. Each officer shall serve a one-year term.  

 

Board of Directors Meetings

Members of the Board shall meet in person or via teleconference at least once per calendar quarter to conduct Board business and fulfill their duties.  A quorum, defined as a minimum of  one-half of the Board, must be present to vote on matters or to introduce and accept new motions.

 

Forum Meetings

The MCCF shall host a minimum of two forum meetings per calendar year, with meeting dates and times established by the Board. MCCF meetings shall be open forums for MCCF participants, and all discussions are considered part of the public domain.

 

MCCF Policy on Host Entity Employees Registration Fees

Employees of the host entity may be granted a waiver of the registration fee for in-person events. Fee waivers are intended to recognize the host entity’s contribution to the planning, coordination, and support of the event.

 

MCCF Policy on Forum Presenters

To encourage participation in the MCCF and support the sharing of relevant and timely topics at regular Forum meetings, it is the stated policy of the MCCF Board to waive the registration fee for each participant who presents or serves on a panel discussion at a Forum meeting. Presenters from organizations outside of the MCCF registered participants may be approved by the BOD if the topics are deemed relevant to participants. 

 

MCCF Policy on Invited Guests

If the MCCF invites guests from entities outside of the Midwest Reliability Organization region, the Board of Directors may, at its discretion, offer pre-approved expense reimbursement  for prudent travel expenses incurred by the invited guest(s).  Invited guests may include representatives of industry organizations, NERC, FERC, or other relevant entities.
 

MCCF Policy on Refund of Forum Registration Fees

For MCCF forums, in-person registrations will be accepted up to one week prior to the forum.  Virtual registration for forums will be accepted up to one day prior to the forum. Cancellations received on or before the registration deadline will be eligible for a refund. Refunds will be issued for the forum registration fee only. Any additional fees or surcharges incurred as part of the registration process will not be refunded.

Registered attendees may request to change their registration from in-person to virtual attendance and from virtual to in person at any time prior to registration deadline by notifying the event organizer in writing. Registration fees will be adjusted to the applicable virtual attendance rate. Any refund resulting from the registration change will be issued in accordance with the event's refund policy

 
MCCF Website Administration

The MCCF website authority has been delegated by the BOD to the Website Sub-committee which is led by the MCCF Webmaster.  Website administrators are responsible for maintaining site content, managing access controls, and ensuring that posted materials are accurate, timely, and consistent with MCCF policies and purposes. The board retains authority over website structure, content standards, and access criteria and may delegate administrative responsibilities as appropriate. Access to participant-only content on the MCCF website is limited to approved participants. All participant registration and access requests are subject to validation and approval in accordance with MCCF participation requirements.  Website administrators may grant, modify, or revoke access based on participant eligibility, role changes, or direction from the Board. MCCF reserves the right to suspend or terminate website access at its discretion if participant requirements are no longer met or if website use is inconsistent with MCCF policies.

  

New Participant Onboarding

Approved MCCF participants will receive onboarding materials that include the MCCF Charter, Processes, and participation policies. These materials outline the Forum’s purpose, governance, and expectations for engagement. Access to participant-only resources and communications will be provided following onboarding completion.
