MCCF Subcommittees

General Expectations

Subcommittee participation at MCCF is an active working responsibility that supports the effectiveness, credibility, and value of the organization. Members are expected to consistently attend meetings, come prepared, engage constructively, and contribute to defined outputs aligned with the subcommittee’s purpose. Participation is not observational in nature; it requires timely follow-through, collaboration, and a willingness to apply experience and judgment in support of MCCF’s mission. These expectations are intended to ensure accountability, continuity, and meaningful outcomes across all subcommittees. The following are the MCCF subcommittees:

  • Process Subcommittee

  • Website Subcommittee

  • MRO Collaboration Subcommittee

  • Member Relations Subcommittee

  • Event Logistics Subcommittee

  • Critical Infrastructure Protection (CIP) Subcommittee

  • Operations & Planning (O&P) Subcommittee

Attendance Expectations
  • Attend at least 75% of scheduled subcommittee meetings annually

  • Attend 100% of meetings for which the member has an assigned deliverable, unless excused

  • Review agendas and materials in advance of meetings

  • Notify the Chair in advance when attendance is not possible

  • Repeated absences without proactive communication indicate disengagement and may trigger reassignment.

Engagement Expectations
  • Actively contribute to discussions (questions, insights, challenge assumptions)

  • Volunteer for or accept specific tasks aligned to subcommittee outputs

  • Provide input rooted in experience, practice, or participant perspective

  • Respect defined subcommittee scope and guardrails

  • Silence without contribution over time is considered non-participation.

Deliverable Expectations
  • Deliver assigned work on time and in usable form

  • Support achievement of defined annual outputs

  • Collaborate across subcommittees when dependencies exist

  • Escalate blockers early—missed deadlines should not surprise the Board

Process Subcommittee

(Governance, SOPs, and Board Effectiveness)

Purpose: Ensure MCCF governance, processes, and Board operations remain consistent, documented, and aligned with its mission.

​

Core Functions

  • Maintain and update MCCF Processes, policies, and Board SOPs

  • Define how the Board executes its responsibilities (agenda development, voting, onboarding of directors)

  • Conduct periodic reviews of governance effectiveness

  • Ensure continuity across Board transitions

Key Activities

  • Annual SOP review and gap assessment

  • Annual governance effectiveness review (what worked / didn’t)

  • Maintain version-controlled process documentation

  • Coordinate updates approved by Board vote (per governance requirements)

Outputs

  • Current MCCF Process & Policy Manual

  • Governance change recommendations

  • Board onboarding materials

Guardrails

  • Does not create bureaucracy—only documents what drives value

  • Must challenge inefficiencies, not just record them

  • No overlap with Member Relations (training) or Event Logistics (execution)

Website Subcommittee

(Information Access & Digital Enablement)

Purpose: Ensure MCCF information is accessible, current, and usable for participants.

​

Core Functions

  • Maintain MCCF website content and structure

  • Publish forum materials, presentations, and updates

  • Ensure secure and appropriate participant access

  • Support communication of Board-approved information

​​

Key Activities

  • Post-meeting content uploads within specified period (e.g., 5–10 business days)

  • Maintain archive of compliance resources and presentations

  • Coordinate with all subcommittees for content publication

  • Evaluate usability and member access challenges

  • Maintain website administration support documents.

​​

Outputs

  • Updated website repository

  • Event and content postings

  • Member-accessible resource library

​​

Guardrails

  • Not just IT support—must focus on member usability

  • Avoid becoming a passive document repository

  • No independent publishing authority—content must be vetted through BOD/subcommittees

MRO Collaboration Subcommittee

(External Alignment & Liaison)

​

Purpose: Provide structured, two-way engagement between MCCF and the Midwest Reliability Organization.

​

Core Functions

  • Monitor MRO initiatives, enforcement trends, and communications

  • Communicate MCCF participant perspectives and concerns

  • Identify inconsistencies in compliance application (a stated MCCF purpose)

  • Coordinate joint engagement opportunities

Key Activities

  • Regular review of MRO communications and outreach

  • Develop structured feedback from MCCF participants

  • Coordinate MRO participation in forum meetings

  • Track regional compliance themes

​​

Outputs

  • MRO update briefings

  • MCCF feedback summaries to MRO

  • Identified consistency issues and discussion topics

​​

Guardrails

  • Must be bi-directional, not just informational

  • Cannot represent MCCF positions without Board alignment

  • Avoid duplicating CIP or O&P technical interpretation roles

Member Relations Subcommittee

(Onboarding, Training, and Engagement)

​

Purpose: Maximize participant value through structured onboarding, education, and engagement.

​

Core Functions

  • Onboard new participants into MCCF structure and expectations

  • Provide training on MCCF tools, processes, and participation model

  • Maintain engagement across the participant base

  • Capture and relay participant feedback to the Board

​​

Key Activities

  • Develop standardized onboarding program (not just emails)

  • Conduct orientation sessions aligned to MCCF purpose

  • Maintain participant contact and engagement tracking

  • Gather feedback following forums and major initiatives

​​

Outputs

  • Onboarding toolkit and sessions

  • Training materials

  • Member feedback reports

​​

Guardrails

  • Onboarding must drive participation, not just awareness

  • No overlap with Process (governance) or Website (content hosting)

  • Avoid becoming purely administrative (lists, emails)

Event Logistics Subcommittee

(Forum Execution & Delivery)

​

Purpose: Deliver well-organized, high-quality forum events that enable MCCF’s knowledge-sharing mission.

​

Core Functions

  • Plan and coordinate forum meetings (minimum two per year)

  • Manage venues, hotels, and meeting logistics

  • Coordinate with content providers (CIP, O&P, MRO, etc.)

  • Ensure smooth participant experience

​​

Key Activities

  • Venue selection and contract coordination

  • Registration and attendance management

  • Agenda logistics coordination with Board

  • On-site execution and post-event review

​​

Outputs

  • Event plans and schedules

  • Registration and attendance records

  • Post-event lessons learned

​​

Guardrails

  • Logistics supports content—not the other way around

  • Must coordinate tightly with content subcommittees

  • Avoid scope creep into program/content ownership

Critical Infrastructure Protection (CIP) Subcommittee

(Cyber & CIP Standards Interpretation)

Purpose: Provide actionable understanding of changes to NERC CIP standards and their compliance implications.

​

Core Functions

  • Monitor new, revised, and retired CIP standards

  • Interpret impacts to registered entities

  • Facilitate peer discussion and shared practices

  • Identify emerging cybersecurity compliance risks

​​

Key Activities

  • Track NERC standards development and updates

  • Develop impact summaries for participants

  • Coordinate subject matter presentations

  • Facilitate lessons learned sharing

​​

Outputs

  • CIP standards update briefings

  • Impact interpretation summaries

  • Discussion sessions at forums

​​

Guardrails

  • Must go beyond “what changed” to “what it means”

  • No enforcement or compliance advice—remains informational

  • Avoid overlap with MRO liaison role

Operations & Planning

(O&P) Subcommittee  (Reliability Standards – Technical & Operational)

Purpose: Provide actionable understanding of NERC Operations and Planning standards and their implementation impacts.

​

Core Functions

  • Monitor changes to operations and planning standards

  • Translate requirements into operational implications

  • Facilitate peer exchange on implementation challenges

  • Identify reliability and compliance trends

​​

Key Activities

  • Track standards updates and industry developments

  • Develop implementation-focused discussion topics

  • Coordinate technical presentations

  • Share best practices and lessons learned

​​

Outputs

  • O&P standards update briefings

  • Implementation discussion materials

  • Peer exchange sessions

Guardrails

  • Strict boundary from CIP (cyber vs. operations/planning)

  • Focus on application, not just awareness

  • Avoid duplicating MRO communications unless adding interpretation
