MCCF Code of Conduct

Purpose and Scope
The Mid-Continent Compliance Forum (MCCF) exists to support the reliable operation of the Bulk Electric System through collaboration, information sharing, and NERC compliance discussions. MCCF is intended to provide a collaborative environment for peer learning and discussion. It is not intended to establish industry positions, interpret regulatory requirements, or make compliance determinations. This Code of Conduct applies to all participants, including employees, contractors, consultants, agents, Primary Compliance Contact (PCC), observers, speakers, and guests, regardless of employer, affiliation, or email domain. Participation in MCCF events, discussions, and use of MCCF resources constitutes agreement to comply with this Code of Conduct.

Professional and Ethical Conduct
Participants are expected to:

Act professionally, respectfully, and in good faith

Maintain an inclusive environment free from harassment, discrimination or disruptive behavior

Allow all participants to contribute

Avoid confrontational, dismissive, or disrespectful language

Contribute to discussions for the purpose of compliance, reliability, and collaboration
-
Comply with all applicable antitrust, confidentiality, and ethical guidelines

Antitrust Compliance
Participants must comply with all applicable antitrust and competition laws.
​
Prohibited discussions include, but are not limited to:

Pricing, rates, fees or cost structures
-
Terms or conditions of services that could influence competitive behavior
-
Market allocation, geographic territories, or customer segmentation
-
Coordination or agreements that could limit competition
-
Non-public, competitively sensitive information
This prohibition applies regardless of whether the individual is a consultant, employee, agent, PCC, or contractor, and regardless of whether services are offered for compensation. If a discussion approaches a restricted topic, participants are expected to discontinue the discussion immediately. Concerns may be raised with the MCCF Board.

Prohibited Commercial Activities
MCCF is not a venue for marketing or selling services.

The following activities are prohibited:

Marketing, promoting, or selling products or services to MCCF participants

Soliciting business or generating leads through MCCF participation including:

MCCF meetings or events (formal or informal)
-
MCCF discussion boards, mailing lists, or directories
-

Using MCCF access, participation, platforms, or materials to advance commercial interests
-
Initiating private outreach to participants for business development as a result of MCCF participation
-
Distributing promotional materials, advertisements, or sales collateral at MCCF events

Permitted Participation by Consultants and Agents
Consultants, agents, and contractors may participate in MCCF activities only when their participation is directly related to supporting compliance or reliability functions for one or more NERC‑registered entities. Consultants, agents, and contractors remain subject to commercial activity restrictions outlined in Section 4.

Confidentiality and Use of Information
Participants must use discretion when sharing information and are responsible for ensuring that discussions remain appropriate.

Participants may not:

Use information obtained through MCCF for personal or commercial gain

Share participant lists, contact information, or discussion content outside MCCF for non‑MCCF purposes

Represent MCCF endorsement of any service, product, or organization
Participants are expected to:

Avoid sharing CEII or BCSI
-
Speak in generalized terms and avoid entity-specific sensitive details unless appropriately authorized
Meeting and Discussion Content
To support productive and efficient collaboration, participants are expected to:

Follow meeting agenda and facilitator guidance
-
Avoid interrupting or dominating discussions
-
Refrain from side conversations that disrupt the group

Use MCCF communication platforms (meetings, chat, emails, and forums) responsibly and professionally.

Reporting and Enforcement
Suspected violations of this Code of Conduct may be reported confidentially to any MCCF Board member.

MCCF reserves the right to take appropriate action, including:

Informal reminders or clarifications

Written warnings
-
Restriction or suspension of access to MCCF resources or events

Removal from MCCF participation

MCCF will strive to apply this Code of Conduct consistently and fairly. Actions may be taken based on observed behavior or credible reports; MCCF is not required to determine intent.

Acknowledgment
All participants are required to acknowledge and agree to this Code of Conduct as a condition of access to MCCF resources, events, and platforms. Failure to acknowledge or comply with this Code of Conduct may result in denial or removal of access to MCCF participation.
Use of MCCF Name and Representation
Participants may not represent or imply MCCF endorsement of any product, service, organization, or position without explicit authorization. Participants may not present MCCF discussions as formal industry positions or compliance determinations.​​
